The Altener project EPA-ED has been finalised in September 2004. The objective of the project was to conceptualise and develop a method for assessing the energy performance of existing dwellings on an European level, to esthablish application strategies and to provide policy makers on national and local level with information on a policy framework.

The EPA-ED project has resulted in an Energy Performance Assessment method for existing dwellings that can easily be applied in all the European member states. In addition crucial implementation issues are addressed by a number of reports and brochures directed to policy makers. The method has been described and practical tools including a calculation model are available. Special attention has been paid to application strategies for various client typologies in the market.

The method has been tested successfully in six pilot projects in the four participating countries. Recommendations from these pilots have resulted in adjustment of the software.
